Aristarchus also explains how he also discovered that the Emperor [Joseph II] is soon to travel to Antwerp to give secret instructions to the Duke of G. [?]. As consequence of this, a French spy has been hired to hide in the room where the two of them will meet and to report about their conversations.

In a post scriptum note Aristarchus recommends the King to distribute a certain number of copies of the Constitution to various cities (e.g. Liverpool, Manchester, Glasgow...) to hinder Mr [Edmund] Burke's plan of Reform that he intends to discuss again in Parliament.
