Memorandum written by Prince Albert in which he sets out his proposed plan for the use of the surplus fund. In it he suggests buying land at Kensington Gore and establishing on it four institutions reflecting the four sub-divisions of the Exhibition; Raw Material, Machinery, Manufactures & Plastic Art.
