Lord Grey admits not to agree entirely with the Duke of Wellington's reasoning, but to agree on the same conclusions. He wonders about how to reconciliate the division in the House of Commons - he sends a letter from Lord Palmerston expressing his concerns about the intention of carrying out the modification of the Mutiny Act. Lord Grey asserts the importance of the power to inflict corporal punishment to stay with the Court Martial and ther considerations on the subject.
