DescriptionThe main issue that Macdonald wants to discuss in this letter is the omission of some important offences from the catalogue of crimes [in the Cabinet papers] to which Corporal Punishment is to be applied; these offences are: desertion and stealing from civilians (and not only from a comrade) - he goes on to explain the matter in detail.
Before concluding, Macdonald makes clear the point that he would not accept loose discipline in the Army - and he would not mind, in order to fight it, to keep up a more violent regime.
