DescriptionSir Herbert answers to the previous from Sir John explaining the reasons of the omission in the Catalogue of Crimes [in the Cabinet Papers] of the issue of desertion, which, in fact has not been omitted but appeared under 'Regimental Court Martial'.
He does not think Macdonald flogged too much or without justification in the previous year, but Taylor noticed inequality and lack of uniformity of punishment - hence the reason for introducing the proposed regulation.
